There are three values, for the MM state in 2G,

• READY state, in which the packets can be sent between the UE and the SGSN, and the network knows the UE exists in which cell.
• STANDBY state, in which no packets can be sent between the UE and the SGSN, and the network knows the UE exists in which routing area.
• IDLE state, in which the network doesn't know about the existence of the UE.
